To run msconfig: Start > Run > msconfig > click OK and go to the Startup tab.

To remove UNCHECKED startup items in msconfig, first open the Registry Editor: Start > Run > regedit or regedt32 > OK

[HKLM\SOFTWARE\Microsoft\Shared Tools\MSConfig\startupreg]
[HKLM\SOFTWARE\Microsoft\SharedTools\MSConfig\startupfolder]

And remove unwanted entries, but it is a good practice to remember to first backup the Registry:

In the Menu of the Registry Editor, click File > Export > name the file and Save

Once the old Registry entries are removed, restart msconfig and under the Startup tab notice that the old, unused items are gone; now you can change to Normal Startup under the General tab of msconfig.
